MPAC to 2040 - Moonee Ponds Activity Centre


Thank you to all who provided feedback on the MPAC to 2040 – Moonee Ponds Activity Centre Local Plan.

On 10 December 2019, Council adopted the Local Plan and its associated documents. At the same meeting, Council also resolved to write to the Minister for Planning to request authorisation, and subsequently commence the formal planning scheme amendment process to implement all the relevant land use and development directions to the Moonee Valley Planning Scheme. The request for authorisation was submitted on 11 December 2019.


MPAC to 2040 - Moonee Ponds Activity Centre Local Plan

Council has prepared a draft plan for the future of Moonee Ponds Activity Centre (MPAC) and proposed planning controls to guide the use and development of MPAC. The Local Plan has been developed in line with MV2040 and outlines a vision for an activity centre that is beautiful, green, easy to move around, full of life, and celebrates the heritage character of the area.

It includes recommendations for how new developments and public spaces should look, better pedestrian and vehicle access, increases in canopy cover and open space, and where we can plan for more affordable housing.

The Local Plan identifies eight distinct precincts within the activity centre and we would love to know what you think. For more details, the Document Library contains the draft Local Plan, the suite of background documents, and the proposed planning controls.


Why do we need a plan for the activity centre?

The population for MPAC is forecast to triple to approximately 11,600 by 2040 and we need to be prepared. By making the most of existing infrastructure and focusing growth on key activity areas, we can create vibrant and healthy neighbourhoods for generations to come.
