Overview
This project is part of the Victorian Government’s High-rise Redevelopment Program. It is the third project in the Flemington housing precinct following the Victoria Street and Holland Court housing developments.
Homes Victoria will deliver the project in partnership with Building Communities.
The project will deliver 2 new buildings:
- Debneys Park building (Building 4CD)
- Racecourse Road building (Building 3BC)
The new homes will be all electric and energy efficient. Each building will have resident spaces including a podium rooftop featuring landscaped communal open space and productive garden plots.
New pedestrian and bike pathways and roads will be created to connect residents with the surrounding neighbourhood.

How to get involved
Homes Victoria wants you to review the proposed plans for the Racecourse Road, Flemington project and submit feedback between Monday 18 May and 11:59 pm on Sunday 7 June 2026.
They would like to hear your thoughts on the following themes:
- New buildings and homes
- Creating a welcoming and secure neighbourhood
- Moving around the Flemington housing precinct
- Resident and community spaces.
