In December 2015, the Victorian Government released a report from the independent Inquiry into Women and Girls in Sport and Active Recreation. The report shed light on gender inequality in Victorian sports and recreation. It outlined a way forward to help change and improve sport and recreation for all involved.

In response to the inquiry, the Victorian Government is delivering the Fair Access Policy Roadmap through the Office for Women in Sport and Recreation. The Roadmap aligns with Victoria’s Gender Equality Act 2020.

Council is looking at ways to support and improve opportunities for our community to take part in community sport and recreation.


For some people, it is difficult to participate in sport and active recreation.

This project will consider the needs of women, girls, and gender-diverse people, as well as those of men and boys. It will also consider other factors that may affect a person participating in sport and active recreation.

Council is looking to update its following policies:

The end result of this project will be two-tiered:

  • updated Council policies that align with Fair Access Principles; and
  • the formation of a plan that aims to promote gender equality and participation across all areas of community sport and recreation.
