Proposed Governance Local Law 2019

UPDATE: We would like to thank the Moonee Valley community for being involved in the process of developing our new Governance Local Law.

Council adopted its new Governance Local Law at the Ordinary Council Meeting of 22 October 2019. You can find the Agenda and Minutes of the Council Meeting here. The new Governance Local Law also incorporates a revised Meeting Procedure Protocol. You can find a copy of our Governance Local Law 2019 on Council's website, within the 'Transparency' section of our Governance page. You can also download a copy from the menu at right.

In 2020, it is anticipated that the State Government will introduce a new Local Government Act. As a result, Council will be developing a range of new policies and processes to meet the requirements of the new Act. Please stay tuned for opportunities to contribute your thoughts as a member of our community.

Council, at its meeting held on 27 August 2019, resolved to commence the statutory process in accordance with sections 119 and 223 of the Local Government Act 1989 (the Act) to make a new Governance Local Law 2019 – Local Law No.1 of 2019 (the proposed Local Law).

The purpose of the proposed Local Law is to regulate the use of the Council’s Common Seal, the election of the Mayor and Deputy Mayor and the conduct of meetings of the Council and Special Committees. The conduct of meetings, including the election of Mayor and Deputy Mayor, is governed by the Meeting Procedure Protocol which is an incorporated document to the proposed Local Law.

The public consultation period opened on 29 August 2019 and closed on 27 September 2019 with notices published in the in the Victorian Government Gazette and The Age newspaper. Submissions on the local law were also invited online via Council’s Your Say website.

A report will prepared for Council’s consideration and will be present to meeting scheduled for 22 October 2019.
