Background
In September 2022 Council endorsed the Moonee Valley Soccer Strategy. The Strategy identified opportunities to improve sports infrastructure at a number of sites, including JH Allan Reserve. These opportunities would help Council meet the increasing needs of community soccer clubs both now and into the future.
In early-2023, Council sought feedback from local residents, businesses and the broader community on potential sports infrastructure development opportunities at J H Allan Reserve in Keilor East. People could complete an online survey, email Council, or phone Council to provide their feedback. Local residents and businesses also received a letter to inform them about the consultation opportunity.
Thank you to everyone who provided feedback on this consultation. The full consultation report can be found here.
Council considered the consultation in a report to Council on 6 June 2023. Reports and Council meeting minutes are available on the Moonee Valley City Council website.
April 2026 update
The sportsfield lighting project at JH Allan Reserve was included in the 2025/26 Moonee Valley City Council Budget as part of the Sportsfield Lighting Program. On 24 March 2026, resident feedback was considered by Council, who resolved to proceed with the installation of the sportsfield lighting at JH Allan Reserve.
Works are planned to be completed by June 2026.
Reports and Council meeting minutes are available on the Moonee Valley City Council website.
Project details
New sports lighting to the eastern sports field at J H Allan Reserve
There is a current shortage of floodlit sporting facilities available for evening soccer participation within Moonee Valley. Installation of new energy-efficient LED sports lighting to achieve Football Victoria standards for community level soccer will help address this shortage. This new lighting will allow training and games to occur safely, whilst also ensuring obtrusive light spill and glare is minimised, in accordance with Australian Standards.
