Background

In September 2022 Council endorsed the Moonee Valley Soccer Strategy. The Strategy identified opportunities to improve sports infrastructure at J H Allan Reserve. These opportunities would help Council meet the increasing needs of community soccer clubs both now and into the future.

In early-2023, Coucil sought feedback from local residents, businesses and the broader community on potential sports infrastructure development opportunities at J H Allan Reserve in Keilor East. People could complete an online survey, email Council, or phone Council to provide their feedback. Local residents and businesses also received a letter to inform them about the consultation opportunity.

Opportunities

Potential new sports lighting to the eastern sports field at J H Allan Reserve
There is a current shortage of floodlit sporting facilities available for evening soccer participation within Moonee Valley. Installation of new energy-efficient LED sports lighting to achieve Football Victoria standards for community level soccer will help address this shortage. This new lighting will allow training and games to occur safely, whilst also ensuring obtrusive light spill and glare is minimised, in accordance with Australian Standards.

Potential repurposing of the western sports field at J H Allan Reserve
This initiative addresses the current shortage of soccer pitches available for community soccer clubs. It could see the repurposing of the existing cricket oval and open space for the establishment of a new synthetic grass soccer field. Associated supporting infrastructure to ensure participation can occur could also be installed. At this stage, no scoping or design work in relation to this potential development has commenced.
