Council is currently going through an amendment process to the Moonee Valley Planning Scheme which applies to Lowther Hall Anglican Grammar School at 17-29 Leslie Road, 8 Sherbourne Street and 18-22 Sherbourne Street, Essendon. The purpose of the amendment is to remove and replace the existing Incorporated Plan Overlay (IPO) with a Development Plan Overlay (DPO), and to update the Master Plan to the 2017 Master Plan.

An endorsed Master Plan will provide the School with the ability to gradually increase student numbers by an additional 100 students to a maximum of 900 students. Furthermore, this will enable the School to fill spare capacity in existing classrooms without changing the number of classes across the School.

The submission process to this Amendment closed in October 2020. Thank you to everyone who took the time to provide feedback. A Directions Hearing was held at 10am on Friday 30 April.

Directions Hearing

Due to COVID-19 and the associated physical distancing requirements, the Directions Hearing took place virtually on 30 April 2021 at 10.00am via video conferencing.

Panel Hearing (Updated 24/06/2021)

At the short Hearing on 24 May 2021, the Panel/Advisory Committee noted it had reviewed the Master Plan and it made some verbal comments about immediate issues it saw as being significant. Taking these issues into account the Panel/Advisory Committee invited the proponent to provide an updated Master Plan.

The Panel/Committee contacted all submitters on 26 May 2021 regarding its appointment as an Advisory Committee in addition to its appointment as a Panel. It invited further requests to be heard from submitters and received one additional request. The previous Directions from 4 May 2021 still apply, except for the key dates as noted below.

The Hearing will be held in person in Hearing Room 2, 1 Spring Street, Melbourne, COVID permitting, subject to change to video conferencing if advised.
