At the request of Debra Butcher Consulting Pty Ltd on behalf of Lowther Hall Anglican Grammar School Pty Ltd, Council has prepared an amendment to the Moonee Valley Planning Scheme. The Amendment applies to Lowther Hall Anglican Grammar School at 17-29 Leslie Road, 8 Sherbourne Street and 18-22 Sherbourne Street, Essendon.

The purpose of the amendment is to remove and replace the existing Incorporated Plan Overlay (IPO) with a Development Plan Overlay (DPO), and to remove the current 1998 Master Plan as an Incorporated Document under the Planning Scheme. In place of the former Incorporated Document, a new 2017 Master Plan is proposed to be endorsed as a Development Plan pursuant to the requirements of Clause 43.04 of the Planning Scheme.

An endorsed Master Plan will provide the School with the ability to gradually increase student numbers by an additional 100 students to a maximum of 900 students. Furthermore, this will enable the School to fill spare capacity in existing classrooms without changing the number of classes across the School.

You are invited to review and make a submission on the proposed Amendment.

The Amendment is available for public inspection, free of charge, in the document library or Department of Environment, Land, Water and Planning website.

  • Planning Report.

Any person who may be affected by the Amendment may make a submission in the following ways:
