Inclusive Moonee Valley Competition

Moonee Valley City Council invites the community to enter our Inclusive Moonee Valley Competition. You can enter by responding to the question:

What does an inclusive Moonee Valley look like to you?

The Competition is open to people of all ages who live, work or play in Moonee Valley, with a special invitation to people:

  • who identify as living with disability and/or neurodivergence
  • who care for people who have living experience of disability and/or neurodivergence, or
  • who identify as a disability/carer ally.

The Competition is also open to members of the broader community who are connected to the City of Moonee Valley, including residents, business owners, ratepayers, workers, students, volunteers and visitors.

Council welcomes entries in a range of formats, including:

  • photos
  • drawings
  • written descriptions
  • verbal descriptions.

Winners and runners up will be announced on this page and receive a local prize voucher. Find out more about the competition and how to enter below - be sure to read our Terms and Conditions attached to this page.

Who can enter?


  • The Competition is open to community members of all ages who live, work or play in Moonee Valley: who identify as living with disability and/or neurodivergence, who care for people who have living experience of disability and/or neurodivergence, or who identify as a disability/carer ally.
  • The Competition is also open to members of the broader community who have connection(s) to the City of Moonee Valley, including residents, business owners, ratepayers, workers, students, volunteers and visitors.

How will it be judged?

  • The Competition has two categories for entry. See table below.
  • People can submit as many entries as they like, within categories they are eligible for.
  • Entry to the competition is free.
  • Entries for the competition open on 1 April 2025 and will close at midnight on Sunday 4 May 2025. We are unable to accept late entries.

Entries in the Committee’s Choice Award category will be judged across the four broad themes informed by our local and State disability action plans:

What does an accessible/affordable home look like for you?

Do you feel included when you are visiting health service providers or when you are doing activities that help you feel healthy and well?

Where are you in Moonee Valley when you feel safe and respected?

Opportunity and Pride

When you feel included and proud, what are you doing? Have you felt included when you have achieved your own goals and/or contributed to the community?


  • The entry in each category with the most votes will be declared the winner for each respective category.
  • The entries with the next highest number of votes after the category winners will be declared the runners up for each respective category.
  • If there is a tie, the winners/runners up will be judged against the same criteria by a person selected by Council (not a Council employee or Councillor).
  • An entrant can only win once across both categories. If an entrant receives the highest number of votes in the Popular Choice Award category, they will be ineligible to win the Committee’s Choice Award category.
  • All decisions are final, and further correspondence will not be entered into.

What type of entries will be accepted?

Council welcomes entries which respond to the competition in a range of formats, including:

  • Original photographs and photos of drawings submitted via the Your Say page or emailed must be in JPEG (.jpg), PNG or SVG format.


  • Photographs must be at least 400 x 300 pixels and should not include watermarks or other branding.


  • Digital manipulation of the image is allowed. AI-generated images will be considered if use of AI tools are used as an accessibility requirement.


  • Entries include a sentence (25 words or less) to explain how the entry captures what an inclusive Moonee Valley looks like to the entrant.


  • Entrant declaration, including photo consent - providing consent to enter the competition. (see last page of the Terms and Conditions document).


  • Written description of what an inclusive Moonee Valley looks like to the entrant.


  • Length of submission is limited to 800 words maximum.

I feel included when I go to the Access for All Abilities Swim and Social sessions at Keilor East Leisure Centre with my friends. We all get in the pool together have a fun time learning about water safety, playing water polo and doing water aerobics.

I feel included when I go to the Access for All Abilities Swim and Social sessions at Keilor East Leisure Centre with my friends. We all get in the pool together – we are all different ages and have different ways that we move in the water because of our disabilities. IT doesn’t matter though because we all have a fun time learning about how to be safe in the water, playing water polo (which I never thought I would try) and doing water aerobics. I always feel so alive when I get out of the pool and then we get a drink together and share what has been happening since we last saw each other. I look forward to seeing my friends at the pool each time I can go.

All submissions will be reviewed before publishing. Content demonstrating how Moonee Valley is NOT inclusive will be responded to via Council’s usual feedback process

Submissions received via mail, email, phone or audio recording will be uploaded to the Your Say page at the earliest opportunity.

  • The winner and runner up for each category will be notified by their preferred type of contact (i.e. email/phone) by 30 May 2025.
  • Winners and runners up will be announced on the Competition Your Say page, via first name only.
  • The winner and runner up for each category will receive a prize of the same value - a voucher to the value of $100, to use at Council facilities such as The Clocktower Centre or Move MV Leisure Centres.
  • Council is under no obligation to award prizes within any timeframe.
  • Winners and runners up are not able to negotiate on the prizes. Prizes are decided by Council and are final.
  • You can vote for entries posted on our Your Say page by clicking on the image of the entry and clicking 'Like'.
