September 2025 Update
Thank you to all who had their say on the ITS Discussion Paper. This consultation has now closed, and Council is considering the findings. Further updates on this project will be provided on this page.
Background
Council is developing a new Integrated Transport Strategy (ITS). The ITS aims to set out a vision for sustainable transport planning in Moonee Valley over the next ten years and guide our future transport projects to make it easier and safer for all people to move around our municipality.
A Discussion Paper was developed to provide an overview of current transport conditions, major issues and potential opportunities that Council could implement to improve the safety and efficiency of our transport network. It is also aimed to generate feedback from those who live, work and play in Moonee Valley on the transport issues, opportunities and ideas that could potentially be considered as part of the ITS.
Feedback from community consultation on the Discussion Paper will guide the development of the draft ITS.
Consultation approach
The community was invited to provide feedback on the Discussion Paper via a survey, email or phone, or by attending one of the in-person 'pop-up' events listed in the timeline below. People could also record verbal feedback via a 'Speak Pipe' voice recording tool embedded on this page.
Council is also considering feedback from:
- Previous consultation, including the refresh of the MV2040 Strategy and relevant budget submissions.
- Consultation with a range of other relevant stakeholders, including Council advisory groups, local and state government departments, and community groups and organisations.
- Further consultation after drafting the ITS.
Consultation key findings
Most respondents (63%) either strongly support (22%) or support (41%) the ideas and opportunities identified in the ITS Discussion Paper overall.
The top five themes across all community feedback were:
- Public transport -availability, frequency, reliability, connectivity and accessibility of public transport infrastructure and amenities.
- Active transport - prioritisation of active transport, and the availability, safety, connectivity and accessibility of active transport infrastructure.
- Safety - road, pedestrian and cycling safety.
- Sustainable/alternative transport - sustainable and alternative transport, including electric vehicles, e-bikes and e-scooters.
- Traffic flow and congestion - traffic flow and congested roads.
Overall, participants expressed:
- A clear need for a more integrated, sustainable transport system which adequately and safely meets the needs of all transport users.
- The importance of adequate, safe and accessible public and active transport infrastructure to ease traffic flow and congestion and achieve sustainable transport solutions in the face of population growth.
- Considerable good will (from stakeholders) to support a collaborative and integrated approach to effective transport solutions across the broader transport network.
- Strong interest in Council’s strategy to implement the ITS.
