Amendment C193moon: Introducing MV2040 into the Moonee Valley Planning Scheme


We’ve updated our Planning Scheme to make sure it aligns with our long-term plan for Moonee Valley, MV2040. At the same time, we’ve rewritten some parts of the Planning Scheme to align with the State Government’s recent planning scheme reforms.

The amendment proposes to introduce a new Municipal Planning Strategy (MPS) and local content into the Planning Policy Framework (PPF) to make our Planning Scheme more consistent and easier to use.

Over the past two years we’ve worked closely with the community to develop MV2040. The goal is to take a 20-minute neighbourhood approach to planning, identifying local priorities and developing projects to suit each neighbourhood.

Making sure we have the right land use decision-making framework in place is the next step in realising that goal. All of this is to work towards creating a healthy city that is fair, thriving, connected, green and beautiful.
The amendment applies to all land in Moonee Valley so make sure you check it out.

Public exhibition has now closed. Council resolved at its meeting on 26 June 2018 to refer all unresolved submissions to an independent Planning Panel. Council has considered all submissions and has formally appointed an independent Planning Panel to review the amendment. At this stage, the following dates have been scheduled:

  • Directions Hearing for the week commencing 3 June 2019
  • Panel Hearing for the week commencing 15 July 2019

Submitters will be contacted by Planning Panels Victoria (PPV) directly to confirm the dates and advise of their opportunity to be heard.

MV2040 into Planning Scheme

Under the Planning and Environment Act 1987, Council must take all opinions into considerations. If we cannot resolve your concerns, we will refer the amendment to an independent planning panel (appointed by the State Government). Under the Act, Council must also make a copy of any submissions made available for inspection. 

Name and contact details of submitters are required for Council to consider submissions and to notify such persons of the opportunity to attend Council meetings and any public hearing held to consider submissions.
