Moonee Valley Planning Scheme Review

Section 12(B) of the Planning and Environment Act 1987 requires Council, as the planning authority, to review the Moonee Valley Planning Scheme every four years and within one year of adopting a new Council Plan. Review findings will be reported to the Minister for Planning by October 2026.

The Planning Scheme Review will encompass the period from the last review in 2018 through to its completion in October 2026.

About the Review

The Planning Scheme Review is a ‘health check’ on the planning scheme’s performance, aiming to improve its effectiveness and efficiency in meeting Victoria’s planning objectives.

The Planning Scheme Review technical analysis will identify:

  • What is working well and what can be improved
  • Drafting errors, mapping anomalies, non-compliance issues
  • Policy gaps
  • Progress made on the 2018 Planning Scheme Review recommendations
  • Further strategic work required
  • Response to Victorian government planning reforms.

Help us ensure our Planning Scheme is relevant and meets the needs of our community by completing our online survey. We're seeking feedback from both general community members and professional users.

Feedback provided will form part of the technical analysis. This will then inform development of a draft Planning Scheme Review Report which will be shared for further community engagement in mid-2026.

Feedback at this stage is broad, and there will be additional opportunities to provide feedback as the project progresses. As we conduct this review, we're also considering feedback that we received from community in our recent MV2040 and Housing Strategy consultations, among other consultations we have undertaken over the years.

General Community Survey

This survey gives property owners, occupiers and other infrequent users of the planning scheme an opportunity to highlight key land use and development issues affecting Moonee Valley. We’d also like to hear about your experience in using the planning scheme, such as when submitting a town planning application, and your ideas on how the planning scheme could be improved. If you have an interest in environmentally sustainable design, waste collection, open space and commercial precincts and economic development we'd love to hear from you to help shape our planning policy direction.

This survey enables external stakeholders and frequent users of the planning scheme to provide feedback on existing policy, provisions and processes in the Moonee Valley Planning Scheme.

What is the Moonee Valley Planning Scheme?

The Moonee Valley Planning Scheme is a statutory document which sets out the policy and requirements for use, development and protection of land in our municipality. It is made up of an Ordinance (written policy) and Maps.

The Ordinance contains State, regional and local policies.

The Planning Policy Framework provides a standard set of State policies that apply to all local government areas across Victoria to ensure consistency in the delivery of planning outcomes. Regional policies apply to specific projects that require coordinated policy outcomes across multiple local government areas. Council cannot change the State or regional policy; however, Council can advocate to the Minister for Planning for policy amendments.

The Municipal Planning Strategy reflects Council’s long-term strategic Vision for land use and development and environmental management in Moonee Valley. The Strategic Framework Plan spatially illustrates key policy directions for land use activities such as residential, employment, transport corridors, open space, environmental protection and infrastructure upgrades. The Municipal Planning Strategy provides the basis for zones, overlays, schedules and particular provisions in the planning scheme.

Local Planning policies provide guidance for day-to-day land use and development decision making consistent with the strategic goals in the MPS and Council’s adopted policy documents referenced in the planning scheme.

Planning Scheme Maps play a crucial role by providing spatial information that supports the interpretation and application of the planning controls outlined in the Ordinance. They include Zoning Controls and Overlays which impose additional requirements on top of zoning controls.

An incorporated document in a planning scheme is a document that has official legal status. It’s part of the planning scheme and must be followed just like the planning rules themselves.

It can include specific rules or requirements that apply to particular land or projects or provide extra detail or exemptions for things like major developments, infrastructure projects, or heritage protections.
